NEW LONDON TOWNSHIP BOARD OF SUPERVISORS

WORK MEETING MINUTES

May 17, 2006

 

The New London Township Board of Supervisors Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Chairman Dale Lauver, Vice Chairman Robert Barto and Member Gerard Porter. 

 

PUBLIC COMMENT

There was no public comment on agenda items.

 

PLANNING COMMISSION REPORT

The Planning Commission has completed the Wynstone Subdivision (Havenstone II) Sewage Facilities Planning Module Component 4A and has approved the Biehn Final Subdivision Plan.

 

ADMINISTRATIVE ACTION

Church Road Improvements

Ron Ragan gave a Power Point presentation regarding the improvement proposed for Church Road.  Ron explained the process for how road work is planned and budgeted, and talked about projects previously completed.  Ron showed how curbing will be used along certain portions of Church Road which will eliminate the need to remove many trees.  Ron stated that the Township hopes to complete some or all of the improvements during the summer.

 

Dave Lytle asked what is the purpose of the project.  Rich Landis (140 Church Road) asked how speed limits will be enforced.  Don Lytle asked if speed humps would be considered.  Terri Lee (191 Church Road) asked where water will be directed to.  Beth Kretzing (193 Church Road) asked if trees to be removed will be marked ahead of time.  Peggy Lytle expressed concern because her house is close to the road. 

 

Roadmaster Jack Arrell explained the need for water to be directed off the road.

 

Bob Bass (150 Church Road) asked if the trees will be completely removed.  Kevin Andrezejewsky expressed concern about speed with children.  Bob Bass asked why some trees were marked a couple of years ago.  Barbara Lytle asked what segments will be worked on first.

 

Oxford Area Regional Cooperative Road Materials & Labor Bids

On a motion made by Bob Barto, seconded by Gerry Porter, the Board awarded the Oxford Area Regional Cooperative Road Materials and Labor Bids to Martin Limestone for Stone, Harlan Construction for Equipment Rental & Labor, and Independence Construction for Asphalt.  There was no public comment.  The vote was unanimous.

 

 

 

Chester County Intermediate Unit (CCIU) Land Development Plan

Ron Ragan presented a Land Development Plan for the Chester County Intermediate Unit Southern Center for the Arts and Technology.  The plan shows that all work will be performed in Penn Township and that no work will be performed on the small piece of land located in New London Township.

 

On a motion made Bob Barto, seconded by Gerry Porter, the Board approved of the CCIU Land Development Plan review being deferred to Penn Township conditioned upon the following:

 

  1. A plan note is added to Sheet 2 of the Final Plan.

 

  1. The Final Plan depicts the improvements to Pennocks Bridge Road to the boundary between Penn Township and New London Township.

 

  1. The applicant agrees to reimburse New London Township for any engineering and/or legal fees incurred in the planning process.

 

There was no public comment.  The vote was unanimous.

 

Zoning Hearing Board Special Meeting

John David St. John spoke about Zoning Hearing Board issues.

 

Lisa and Kenneth Roark made comments regarding the Zoning Hearing Board.

 

Gerry Porter stated that he is comfortable with how the Zoning Hearing Board conducts business.

 

Bob Barto expressed disappointment with John David St. John for continually stating that the Board of Supervisors has a conflict of interest.

 

SECRETARY’S REPORT

On a motion made by Gerry Porter, seconded by Bob Barto, the April 19, 2006 Board of Supervisors Meeting Minutes were approved as written.  There was no public comment.  The vote was unanimous.

 

PUBLIC COMMENT

Michael Bohmier asked if he could see the Township’s CAFR Report.

 

The meeting adjourned at 9:50 PM.
