Planning Commission Minutes for 4/24/03
The working meeting of the New London Township Planning Commission opened at 7 p.m. Present were: Thomas Mahaney, vice-chair; Margaret Healy, secretary; Robert Barto; James Mark; Frank McBerty; Frank Piorko; Gerard Porter; and Jack Weber.

Consultant
Mr. David Sweet, consultant, was present with revised ordinances for consideration by the Planning Commission and members worked their way through about 2/3’s of them. Some additional changes agreed upon were:
· Changing the wording of the street design from negative to positive, ending with something like: “local streets should be designed to encourage good traffic management and avoid excessive speed”
· Not specifying a definitive amount of time for recording an “as built” plan
· Not including a definition for “minerals”
· Making the definition of “Preservation or Protection” broader
· Not banning retail sales in common open space
· Not specifically permitting spraying treated wastewater in common open space
There was lengthy discussion of how and when a trail should be developed. There was concern that a purchaser may not be aware of a potential trail if it is not actually visible. There was also discussion of permitting golf courses to be part of the common open space but no decision on this matter either.
Planning Commission members are to review the rest of the ordinance proposals for the May meeting.

On a motion by Mr. McBerty and approved unanimously, the meeting adjourned at 9:20 p.m.
