BOARD OF SUPERVISORS MEETING MINUTES

SEPTEMBER 19, 2002


 

 

The New London Township Board of Supervisors Meeting convened at 7:30 PM at the New London Township Building, New London, PA.  The following Supervisors were present:  Dale Lauver - Vice Chairman, Robert Barto - Member.

 

There were no comments from the public on agenda items.

 

SCHEDULED ACTIONS/PRESENTATION TOPICS

Meet Your Judges Program

District Justice Daniel Maisano gave an overview of the Meet Your Judges Program being held on October 1st at the Courthouse in West Chester.

 

Benson/Lam Subdivision

TheBenson/Lam Final Subdivision Plan dated July 8, 2002, latest revision August 19, 2002 was presented for approval.  All engineering issues have been satisfied and the Plan is recommended for approval by the township Planning Commission. 

 

A motion was made by Bob Barto, seconded by Dale Lauver, to approve the Benson/Lam Final Subdivision Plan dated July 8, 2002, latest revision August 19, 2002.  The vote was unanimous.

 

There was no public comment.

 

Stop Sign Need Assessment Report

Ron Ragan presented the Board with a copy of the Stop Sign Need Assessment Report performed by Niche Consultants, Inc.  Ron gave an overview of what the report contains.

 

RESOLUTION 2002-9-3: DEDICATION OF JOANNE WAY

All paperwork is in order and outstanding engineering issues have been addressed. 

 

A motion was made by Bob Barto, seconded by Dale Lauver, to approve Resolution 2002-9-3 Dedication of Joanne Way.  The vote was unanimous.

 

There was no public comment.

 

RESOLUTION 2002-9-2 DEDICATION OF MEADOWCROFT LANE AND HODGSON CIRCLE

All paperwork is in order.  Ron reported that two (2) top signs need to be replaced and he has asked Wayne Megill to replace the signs.

 

A motion was made by Bob Barto, seconded by Dale Lauver, to approve Resolution 2002-9-4 Dedication of Meadowcroft Lane and Hodgson Circle.  The vote was unanimous.

 

There was no public comment.

 

SECRETARY REPORT

A motion was made by Bob Barto, seconded by Dale Lauver, to approve the August 15, 2002 Board of Supervisors Meeting Minutes.

 

OLD BUSINESS

Hocking Subdivision

Department of Environmental Protection issues are still delaying the progress of the subdivision.  Hocking representatives would like to meet with the Board to discuss these issues.  The meeting will be set for October 3rd at 7:00 p.m. at the township building.

 

The Township may need to adopt an interim on-lot management plan for the Hocking Subdivision in order to move the process along.

 

Avon Grove School District

Dale Lauver stated that he is hiring a contractor to do the required basin work at the school to satisfy DEP.

 

Dale will contact a representative from Signal Service to change the opticom on the light at Violet Lane.

 

NEW BUSINESS

Act 537 Plan

Bob Barto reported that he attended a meeting regarding the Act 537 Plan with the developer of Brown and Cox properties and the Act 537 Consultants.  A recommendation was made for the Board to meet with the township Solicitor about funding the sewer lines and whether residents would be required to hook-up to the system.
